A preliminary procedure the government uses to determine whether a violation occurred and who was responsible, before deciding whether to open a full disciplinary proceeding. It may end in dismissal of the case, in a minor penalty where the law allows, or in the opening of a formal administrative disciplinary proceeding. When it serves as the basis for punishment, it must also guarantee the person under investigation the right to a defense.
