A formal inquiry opened by the government to investigate alleged misconduct by a public employee and, if warranted, impose a penalty. It guarantees adversarial proceedings and a full defense, with a designated committee, the gathering of evidence, the right to legal counsel, and a reasoned decision. It is the procedure required for more serious penalties, such as extended suspension and dismissal. Defects in the procedure can lead to the penalty being annulled.
