Conduct by a public official, and sometimes by a private individual acting with the official, that violates the duties of honesty and legality by causing unlawful enrichment, loss to the public treasury, or a breach of the principles of public administration. Sanctions can include loss of office, suspension of political rights, fines, and a ban on contracting with the government. They are imposed in a dedicated civil action, without prejudice to any criminal liability.
