Documents for BPC/LOAS: Preparation Is Essential
One of the main reasons BPC/LOAS (Brazil’s means-tested social assistance benefit for older adults and people with disabilities) applications are delayed or denied is incomplete or inconsistent paperwork. Gathering every document before you apply speeds up the review and improves your chances of approval. In this guide, we list everything you need to prepare.
Records of ongoing treatment, prescriptions, and supporting medical tests strengthen your application by showing that the disability is long-term.

Common Documents (Older Adults and People with Disabilities)
Regardless of which type of BPC you are requesting, the following documents are required:
- Applicant’s CPF (Brazilian taxpayer ID number) (original and copy)
- Photo ID: RG (national ID card), CNH (driver’s license), CTPS (work card), or passport
- Proof of residence: electricity, water, or phone bill from the last 3 months
- Birth or marriage certificate
- Proof of registration in CadÚnico (Brazil’s Single Registry for social programs): summary sheet showing the NIS (Social Identification Number) or registration number
- Proof of income for every member of the household: pay stubs, bank statements, income tax return, or a statement of no income
- CPF and RG for every member of the household
- Power of attorney (if the application is filed by a legal representative)
One of the main reasons BPC/LOAS applications are delayed or denied is incomplete or inconsistent paperwork. Gathering every document before you apply speeds up the review
Additional Documents for the BPC for Older Adults
In addition to the common documents, an older applicant must provide:
- A document proving that you are 65 or older (RG or birth certificate)
- A statement that you do not receive a social security benefit or a benefit from any other pension system
- Proof of residence in Brazil (for naturalized foreigners)
Additional Documents for the BPC for People with Disabilities
For the disability BPC, in addition to the common documents, you must provide:
- Detailed medical reports: including the CID (the Brazilian version of the International Classification of Diseases code), a description of the disability, the degree of functional limitation, the date of diagnosis, and the prognosis
- Supporting tests: MRIs, CT scans, hearing tests, lab work
- Reports from health professionals: speech-language pathologist, physical therapist, occupational therapist, psychologist
- Prescriptions for medications taken on an ongoing basis
- Receipts for treatment and therapy expenses
- CIPTEA (the identification card for people with autism spectrum disorder, or TEA)
- School report (for children, stating the need for support)
Tips for Organizing Your Documents
- Make copies of everything: bring both originals and copies to your appointment
- Organize chronologically: arrange medical reports in order, from newest to oldest
- Ask for detailed reports: a simple doctor’s note is not enough. The physician must describe your functional limitations
- Keep income records current: proof of income should cover the last 3 months
- Scan everything: the Meu INSS portal and app of the INSS (Brazil’s National Social Security Institute) accepts scanned documents in PDF or image format

Common Mistakes in Documentation
- A CadÚnico record that is outdated or contains information that does not match your real situation
- Medical reports without a CID or without a description of functional limitations
- Missing proof of income for a household member
- Expired or illegible documents
- No power of attorney when someone else files the application on your behalf
The BPC is a social assistance benefit that does not require prior contributions to the INSS, unlike social security benefits. To qualify, you must show that per capita household income is below one-quarter of the minimum wage. The INSS conducts a social assessment and, for people with disabilities, a medical and social assessment to verify that the requirements are met.
Since Decree 11.016/2022 took effect, the definition of “family” used to calculate per capita income for the BPC has changed in important ways. The household now includes the applicant, the spouse or partner, the parents (when the applicant is a minor), the unmarried siblings and children who are minors or legally incapacitated, and a stepmother or stepfather. Certain other income, such as a BPC already received by another family member, is not counted.
BPC recipients must keep their CadÚnico record updated at least every two years. Failing to do so can result in suspension of the benefit. The update is done in person at the CRAS (Social Assistance Reference Center) in your municipality of residence.
Tips for Organizing Your BPC Documents
Good organization is a decisive factor in the success of a BPC/LOAS application. We recommend gathering all your documents well in advance, making legible copies, and sorting them into folders by category: personal documents, proof of income, medical reports (when applicable), and proof of residence.
For the disability BPC, medical documentation deserves special attention. Reports that describe your health condition in detail, along with your functional limitations and prognosis, are essential for the medical examination. Records of ongoing treatment, prescriptions, and supporting medical tests strengthen your application by showing that the disability is long-term.
When proving household income, it is important to include every person who lives in the same home. Per capita income is calculated by dividing the family’s total income by the number of household members. Social assistance benefits already received by another family member are not counted in this calculation, in line with the settled case law of the higher courts.

Frequently Asked Questions
Who is entitled to the BPC/LOAS?
The BPC is guaranteed to people aged 65 or older and to people with disabilities of any age who can show that they have no means of supporting themselves. Per capita household income must be below one-quarter of the minimum wage. The benefit is a form of social assistance and does not require prior contributions to the INSS, but it does require registration in CadÚnico.
What is the maximum income to receive the BPC?
Per capita household income must be below one-quarter of the minimum wage for the BPC to be granted. The calculation takes into account the income of every member of the household. Certain benefits, such as a BPC already received by another family member, may be excluded from the calculation under current regulations.
Do I need to keep CadÚnico updated to keep receiving the BPC?
Yes. Registration and updates in CadÚnico are required both to be granted the BPC and to keep receiving it. Your record must be updated at least every two years at the CRAS in your municipality of residence. Failing to do so can result in suspension of the benefit.
