INSS (Brazil’s National Social Security Institute) now requires facial biometrics to grant, maintain, and regularize social security benefits. Digital validation confirms the identity of retirees and pensioners, but if you already receive a benefit, you will not lose your payment right away for lacking a biometric registration. We explain what has changed, who needs to adapt, and how to get in compliance without leaving home.
What Changes With the New Biometrics Rule
Brazil’s National Social Security Institute (INSS) announced, through the Gov.br platform, that facial biometrics will now be part of the processes for granting, maintaining, and regularizing social security benefits. In practice, the insured person’s face becomes an extra layer of security to confirm who is truly entitled to the payment.
The validation is being rolled out in stages. The requirement has applied since September 1, 2024, to the Benefício de Prestação Continuada (BPC/Loas, the continuous cash benefit for low-income elderly and disabled people), and it extended to most other benefits on November 21, 2025. The stated goal is to reduce fraud and make sure the money reaches the right person.
The measure is grounded in Law 15.077/2024 and in joint ordinances issued by the responsible ministries and by INSS itself. It is therefore a legally based obligation, not a mere administrative guideline that can be ignored. Supplementary rules may add details on deadlines and specific situations, so keeping up with official publications helps insured persons plan with peace of mind. Understanding the scope of the rule is the first step to avoid being caught off guard.
Who Needs to Register Biometrics
The requirement applies to anyone who requests benefits from INSS: retirement benefits, BPC, temporary disability benefit (the former auxílio-doença, or sickness benefit), survivor’s pension, maternity pay, and auxílio-reclusão (the benefit paid to the dependents of an imprisoned insured person). In these cases, biometric registration becomes part of the review of the claim itself.
You also need to get in compliance if you keep or renew a benefit covered by the rule and do not yet have biometric data in the government’s official databases, such as the Electoral Court system, the Carteira Nacional de Habilitação (CNH, the national driver’s license), or the Carteira de Identidade Nacional (CIN, the national identity card). If your face is already registered in one of these databases, validation tends to happen automatically.
Biometrics will not cut off the benefit of someone who already receives it, but it is a condition for unlocking new claims.
If you are filing a first-time claim, INSS sets a deadline of up to 30 days after the application to submit biometric proof. Missing that deadline can lead to the application being closed without a decision, which delays access to the benefit and often forces the insured person to start all over again. That is why gathering your identification documents in advance reduces the risk of setbacks during the review.
In practice, the insured person’s face becomes an extra layer of security to confirm who is truly entitled to the payment.
How to Register Through Meu INSS
In most cases, the registration is already done. If your biometric data appears on your CNH, your CIN, or your voter registration card with biometrics, validation happens automatically, with no need to go anywhere. Checking your status ahead of time spares you needless worry about lines and travel.
Facial validation performed in an app may confirm your identity at a given step, but it does not, on its own, amount to creating an initial biometric registration. When there is no usable biometric data in an official database, you should check the specific instructions shown in the responsible public service, because the way the data is collected and the service channel depend on the applicable procedure.
- Open the Meu INSS app or Gov.br on your phone;
- Log in to your account with your registered CPF (taxpayer ID number) and password;
- Find the pending validations area or the proof-of-life option;
- In a well-lit place, center your face in the camera and follow the movements shown on the screen.
If INSS has flagged problems with your registration, use the Cumprimento de Exigências (Fulfilling Requirements) option, on the website or in the app, to submit your documents in PDF format. If the system is unstable, you can go to an INSS office with an official photo ID, such as an updated RG (identity card) or your CNH, and resolve the matter in person.
Can Your Payment Be Blocked If You Already Receive a Benefit?
No. If you already receive a retirement benefit, pension, or other benefit, your payment will not be automatically suspended for lack of biometrics. The rule’s implementation does not provide for an immediate stop to the deposit.
The checking happens gradually. During maintenance and renewal routines, the government checks whether the beneficiary already has facial biometrics in the accepted databases. If nothing is found and regularization turns out to be necessary, the insured person receives a notice to arrange identification, with no abrupt cutoff.
In other words, no one should have a retirement benefit, pension, or other benefit canceled without advance notice. Even so, it is prudent to keep your data up to date, so you do not have to depend on short deadlines when the requirement finally reaches your benefit.
Who Is Exempt From Biometrics
The rule recognizes specific situations in which biometric registration is not required. The following people are exempt from the procedure:
- People over 80 years old;
- People who cannot travel because of health problems or disability, with a recent medical certificate;
- Residents of hard-to-reach areas;
- Migrants and refugees with no record in the official databases;
- Beneficiaries who live abroad.
Outside these cases, the advice is to get in compliance. By December 31, 2026, anyone who still has no data in an official database will need to register. And starting January 1, 2028, biometrics linked to the CIN become mandatory to maintain, renew, and grant social security benefits.
Biometrics and Proof of Life Are Not the Same Thing
People often confuse the two procedures, but they serve different purposes. Biometrics confirms your identity in new claims and in transactions that require this validation, working like a security key at the front door of the benefit.
Proof of life, on the other hand, is the periodic check that the beneficiary is still alive. It is now carried out by cross-referencing the government’s own data, without the insured person having to go to an office. One step does not replace the other, and each has its own place in your relationship with INSS.
Why Biometrics Protects Your Benefit
Keeping your registration up to date, then, is less a bothersome requirement and more a way of shielding your own income. If you already have a CNH, CIN, or voter registration card with biometrics, you can rest easy, and if you do not, you have a good reason to sort out your documents calmly before the deadline tightens. Organizing your paperwork gradually, without rushing, is the best way to get through the transition without surprises.
Frequently Asked Questions
Can INSS biometrics be done by cell phone?
Yes. In most cases, the registration is done through the Meu INSS app, with facial recognition using your own phone’s camera, with no need to go to an office. If the system is unstable, in-person service remains available to complete the validation.
Can INSS cut off the benefit of someone who has not completed biometrics?
Not right away. Active benefits are not automatically suspended for lack of biometrics, and regularization is being done gradually. For new claims, however, validation is required, and failing to provide proof within 30 days can lead to the application being closed without a decision.
If I already have a CNH or voter registration card with biometrics, do I need to register again?
As a rule, no. When your biometric data is already in official databases, such as the CNH, CIN, or Electoral Court records, validation happens automatically. Registration through Meu INSS is only necessary if you have no record in any of the databases the government recognizes.
