Meu INSS (the online portal and app of Brazil’s National Social Security Institute) Retirement Simulator 2026: Limitations and Errors. The Meu INSS retirement simulator is the tool most often used by insured workers who want to know when they can retire.
The Meu INSS retirement simulator is the tool most often used by insured workers who want to know when they can retire. According to the INSS itself, the Meu INSS app passed 150 million visits in 2024, with the simulation among its most sought-after services. But few people realize that this simulator can be wrong, and badly wrong.
The problem is not the tool itself. It is the data the tool relies on. If the CNIS (Brazil’s National Social Information Registry) has gaps or errors, the result comes out distorted. And according to a survey by the Federal Court of Accounts (TCU), about 30% of CNIS records contain some type of inconsistency.
How does the Meu INSS retirement simulator work?
You can access the simulator through the app or the website meu.inss.gov.br. According to the INSS, more than 80% of insured workers use the app instead of the website. The process is simple: log in with your CPF (Brazil’s taxpayer ID number) and password, click “Simular Aposentadoria” (Simulate Retirement), and wait for your data to load.
The system pulls information directly from the CNIS (National Social Information Registry). Based on that data, it displays estimated dates for each type of retirement available.
What does the simulator show?
- Retirement by age (the permanent rule)
- The transition rules of Constitutional Amendment (EC) 103/2019: the points system, progressive minimum age, the 50% toll, and the 100% toll
- Estimated time remaining for each type of retirement
The interface is intuitive. But are the results reliable? Not always.
What are the main limitations of the official simulator?
The simulator has at least four serious flaws that affect the accuracy of its results. According to the IBDP (Brazilian Institute of Social Security Law), CNIS errors are the most common cause of benefits granted at less than the amount owed. Understanding these limitations helps you avoid surprises when you apply for retirement.
Missing or incorrect employment relationships and earnings
The simulator uses only CNIS data. Under Art. 29-A of Law 8.213/91, this registry is supposed to reflect all of your contributions. In practice, it does not.
Common problems include unregistered employment relationships, self-employed contributions that were never counted, and earnings recorded at the wrong amounts. Periods on leave for sickness benefits (auxílio-doença) or maternity pay are also frequently left out.
These omissions can delay your retirement by months or even years. They also reduce the amount of your benefit.
Does the simulator recognize special service time?
No. This is perhaps the most serious flaw. According to data from the Federal Courts, lawsuits seeking recognition of special service time make up a significant share of the social security cases currently pending.
Even if you worked exposed to harmful agents such as noise, heat, or chemicals, the simulator ignores that time. The conversion of special service time into ordinary time, provided for in Art. 57 of Law 8.213/91, applies only to periods through 11/12/2019 (Art. 25, §2º of EC 103/2019). But the simulator does not even run that analysis.
In practice, I have seen cases in which recognition of special service time moved retirement up by 5 to 7 years. The simulator simply does not show you that possibility.
Transition rules that are oversimplified
The Social Security Reform (EC 103/2019) created four transition rules in addition to the permanent rule. The simulator lists the options, but it does not compare them in detail.
For many insured workers, the difference between choosing the right rule and the wrong one means thousands of reais over the course of retirement. The system has no way to perform that kind of personalized analysis.
Does it calculate the benefit amount?
No. The simulator tells you only when you can retire, not how much you will receive.

Calculating the Initial Monthly Benefit (RMI) requires analyzing all contributions made since July 1994. Under Art. 26, §2º of EC 103/2019, the average counts 100% of your earnings, with a coefficient of 60% plus 2% for each year of contributions beyond 20 years (men) or 15 years (women). The simulator does not perform this calculation.
When should you not trust the simulator’s result?
If your case involves any complexity, the simulator will probably get it wrong. According to research by the CNJ (National Council of Justice), the INSS is the largest litigant in the country, with millions of cases, many of them stemming precisely from errors in registry data and miscalculations.
Seek specialized analysis in the following situations:
- Work in special conditions: exposure to harmful agents such as noise, heat, or chemicals
- Multiple employment relationships: simultaneous jobs or periods alternating between self-employment and CLT (Brazil’s Consolidated Labor Laws) employment
- Contributions before 1994: periods that do not appear in the digital CNIS
- Rural work: work in a family-farming arrangement without adequate documentation
- Visible errors in the CNIS: missing periods, incorrect amounts, or unregistered employment relationships
- Retirement is close: when you are less than 2 years away from meeting the requirements
Have you noticed that many insured workers discover errors in the CNIS only when they apply for the benefit? By then, correcting them can take months.

Why does professional analysis make a difference?
Social security planning done by a specialized lawyer can move your retirement date up and increase the amount of your benefit. According to the IBDP, a professional review of your contribution history identifies opportunities the simulator cannot see in a large share of cases.
The simulator treats every insured worker as if they had a simple, linear contribution history. But Brazilian reality is different: informal work, multiple employment relationships, and changes of system are the rule, not the exception.
What does a professional analysis identify?
- Vested rights under the rules that existed before the reform
- The need to correct the CNIS by adding employment relationships
- Crediting (averbação) of special service time
- A strategic choice among the different transition rules
- Planning future contributions to maximize the benefit
Social security case law guarantees insured workers the right to the best rule that applies to their case. But the simulator does not make that comparison. A professional does.
