The prerogative of the Public Administration to limit and place conditions on the exercise of individual rights and activities in favor of the collective interest, such as health, safety, the environment, and public order. It shows up in acts such as licenses, inspections, bans, and fines. It must be exercised within the law, proportionately, and without abuse. It should not be confused with the work of the public security police.
