A statement or decision by the Public Administration, made in the exercise of its functions, that produces legal effects, such as an appointment, a license, a fine, or an expropriation. It typically has five elements: competence, purpose, form, motive, and object. It also enjoys a presumption of legitimacy. When an administrative act is defective, it can be annulled. And, for reasons of expediency and timing, the Administration itself may revoke it.
